Yeah, I figured I'd do this, see what the people here feel. Personally, given how OP both empires are, this really could go either way.

It's going to come down to which universe the fight takes place in. The Culture would wipe the floor with the Imperium in our universe, (which also happens to be their universe) because while the Imperium possesses a certain degree of magi-tech, it's deeply hobbled when it comes to employing it. It wouldn't even be a contest.

But the Imperium would absolutely wreck the Culture in their universe, because the Culture would last ~30 seconds before demons starting eating them from the inside out. They have absolutely no defenses against the Warp, and their most potent weapons, the Minds, would almost certainly be possessed VERY quickly. There's a REASON it's now known as 'The Dark Age of Technology' in the 40K Universe - unless carefully managed, technology is easily corrupted by the Ruinous Powers.
