In addition to housing rare endangered butterfly species, they'll also be damaging the local supply of drinking water and defiling some native american graves! :) For a wall they don't have funding for yet. Guessing those aspects fall under "It's not a bug, it's a feature" though.

He seems to be trying the Zionist approach, render the whole discussion as moot as possible before it even begins.

There are stories of Zionists cutting down Palestinian orchards to make room for more housing. The owners would go to the courts and actually get a decision saying the Zionists had to stop but by then the entire orchards would be destroyed, rendering the court's decision pointless. It looks like Trump is trying to do something similar, only there is a lot more to this then trying to protect some landmarks.
