You can always be promoted via seniority. And Kim was a bridge officer with a (theoretically) command function. He even gained experience as off-watch officer in charge. Given what we see in the show he was de facto 6th in command in what passed for a command structure.
So him not being promoted* is not a function of no room to promote him (Tuvok and Tom Parris {twice} were both promoted while retaining the same position).
*Any promotion given by Janeway would not have been de iure, it wasn't the 17th century RN after all, but barring serious problems either with Janeway or Kim it would have been rubber stamped, if only on length of service, once Voyager got home.

Personally I think of the Masterpiece Society as another TNG episode with a Prime Directive theme that Chuck has not reviewed (Chuck has definitely not reviewed it, whether the line at the end by Picard makes it a Prime Directive episode could be disputed). I think it nicely illustrates why you might want to have something like the prime directive...

Its a diplomatic, exploratory, scientific research organization that also serves as the self-defense force of the Federation.
