No, they were still in danger. He just extricated himself when the mystery was over. I know the Doctor has a habit of letting things fester due to his apathy, but this was while people were still in danger.
Humanity is fighting a terrible war against the Daleks and in need of help? He walks away because they're 'soldiers' fighting a war and that's terrible, they should all die for such actions.
He saved the soldier that he happened across, like he always does. After that what was he supposed to do? Stop the war, defeat all the Daleks? By that logic he should stop every war ever. At a certain point it's out of the Doctor's hands.
Maybe try and not be an inch away from spitting on them for defending their home from the most evil things if the universe? Or equating fighting against Daleks as being evil? What are they supposed to do, just line up and let the Daleks shoot them?
Aliens are coming through Earth via a dimension? Doctor falsely accuses a man of a crime to take his job and sets up his experiment to bring them through in a school with children, needlessly putting them in danger.
But even then he's still trying to stop the monster and save lives. Is he being arrogant and reckless? Sure, but he's still trying to do the right thing and save people.
Maybe not get someone imprisoned for life for a crime they didn't commit or endanger children just because he wants to be near Clara as he tries to save the world?
This "The Doctor cares too much, and acts callous because of it", only works if he actually acted to help, and wasn't one to actually make people's lives worse, or run away if he doesn't have to do anything about it.
I don't think there's any point where Twelve just walks away from a problem or actively tries to make people's lives worse. He may think certain problems are out of his hands, or he may mess up on occasion, but that's different.
Tomato, to-mah-to. The 12th Doctor 's empathy is so low that the Doctor is seemingly careless about humans, proving Missy right that we're just the puppies that he occasionally plays with and looks after.

Conscience of a King Doctor f***ed up Ashilds life when he made her immortal. Chuck mansplains Doctor's MO is zoom in, help as best he can and zoom out to help some one else. Never be cruel nor fear nor surrender etc. This MO causes greatest happiness for greatest number. One fucked up life for Ashildr ain't as bad as the billions of people that Dalex would have killed ifn Doctor had not been there.

But, Tennant ep 01, Harriet says You aren't always here, Doctor. Earth must defend herself. So Tennant destroys UK's Golden Age and inaugurates the Master Race.

MO is zoom in zoom out. Earth must not defend Earth. Only Doctor is allowed to defend Earth. When Earth is attacked and Doctor ain't there then there MUST be a Cosmic Plan and a Prime Directive and a Fixed point in Time that Our duty is to go Extinct. Thanks for the mansplaining Doctor Tennant.

In the review, Chuck defines Doctor's MO and justifies it. Even though Doctor fucked up Ashilds life, over all Doctor does much more good than bad. It all makes sense in the context of this episode.

It does not fit Tennant's first episode when he destroyed UK's golden age and made the Master Prime Minister.

If all she needed is to have another immortal to hang around with why didn't the Doctor take her to see Jack.
How many immortals (or near Immortals) has the doctor incidentally made? I know the first Doctor had children did they get to live a long time too.

I do think the Doctor was pretty insensitive to just leave her on her own.

Once it became clear that she wasn't capable of dying, I'm not sure why he thought it was a good idea to leave her on a primitive world full of mortal people, surrounded by people who die all the time.

Especially when he himself couldn't and wouldn't do that.

In fact if anything it should be a huge risk to the timestream. You'd think becoming a queen would have had some sort of impact on history.

Just seems very thoughtless of him. She made some screw ups yes, but she basically went mad from the isolation.

Although the whole idea of technology (not even his, just that of regular aliens) that can keep human beings alive forever adds all sort of other issues, like why no iteration of future humanity seems to have anything like it.

And she got another immortal companion who was just...dropped. He never reappears, so what was the point of him? Where did HE go to again?

"Me" is an interesting idea, but she just comes off as badly mishandled and unnecessary.
