The 12th Doctor 's empathy is so low that the Doctor is seemingly careless about humans, proving Missy right that we're just the puppies that he occasionally plays with and looks after.I don't think there's any point where Twelve just walks away from a problem or actively tries to make people's lives worse. He may think certain problems are out of his hands, or he may mess up on occasion, but that's different.This "The Doctor cares too much, and acts callous because of it", only works if he actually acted to help, and wasn't one to actually make people's lives worse, or run away if he doesn't have to do anything about it.

Conscience of a King Doctor f***ed up Ashilds life when he made her immortal. Chuck mansplains Doctor's MO is zoom in, help as best he can and zoom out to help some one else. In the review, Chuck defines Doctor's MO and justifies it. Even though Doctor fucked up Ashilds life, over all Doctor does much more good than bad. It all makes sense in the context of this episode.
It does not fit Tennant's first episode when he destroyed UK's golden age and made the Master Prime Minister.

If all she needed is to have another immortal to hang around with why didn't the Doctor take her to see Jack.
How many immortals (or near Immortals) has the doctor incidentally made? I know the first Doctor had children did they get to live a long time too.

I do think the Doctor was pretty insensitive to just leave her on her own.
Once it became clear that she wasn't capable of dying, I'm not sure why he thought it was a good idea to leave her on a primitive world full of mortal people, surrounded by people who die all the time.
Especially when he himself couldn't and wouldn't do that.
In fact if anything it should be a huge risk to the timestream. You'd think becoming a queen would have had some sort of impact on history.
Just seems very thoughtless of him. She made some screw ups yes, but she basically went mad from the isolation.
Although the whole idea of technology (not even his, just that of regular aliens) that can keep human beings alive forever adds all sort of other issues, like why no iteration of future humanity seems to have anything like it.
And she got another immortal companion who was just...dropped. He never reappears, so what was the point of him? Where did HE go to again?
"Me" is an interesting idea, but she just comes off as badly mishandled and unnecessary.
