I don't think that Captain Marvel's power-up is exactly a deus ex machina. That would require a lack of setup. In hindsight, it's perfectly clear that they would keep telling her "what has been given can be taken away" and tell her this implant helped her control her powers, when really they just wanted to reign her in and keep her from going rogue. You are as weak as you think you are.
After the big twist about the Kree being bad guys, I was still suspicious of the skrulls until the family encounter. I thought a "actually both sides are evil, there are no angels in this war" would have been a neat twist, but I'm not disappointed things turned out as they did.

I guess you can argue that in a somewhat literal sense it's a deus ex machina since the Infinity Stones are...well, infinitely powerful, and Captain Marvel is powered by one, but even though I'm sure Captain Marvel will be key in defeating Thanos, at the end of the day she probably doesn't contribute more muscle than Vision did. They'll probably still have to outplay Thanos in some way. I mean, they already set that up with Doctor Strange doing what he did.
Now if Captain Marvel shows up and just instantly punches Thanos into the sun, then go ahead and call it a deus ex machina, but as is, she's powerful, but not seemingly more so than what the MCU has already established is possible even within (formerly) existing members.

The whole MCU has been retconned so that Captain Marvel is now at the center of everything... Oh and she's now the first Avenger. Screw you Captain America, be thankful we haven't turned you into a Nazi yet.

I mean Captain America is still the 'First' Avenger it says so in his films title. Carols actions don't change that fact. Secondly....Vision is also powered by an Infinity Stone and was potentially the most powerful Avenger...which is why Infinity war made sure to handicap him then remove him from play. Heck, Wanda is powered by an Infinity stone and she's no slouch in the power department herself...so Carol being powerful because of her interaction with said stone is not really surprising in the least.

She was never an Avenger, Fury started the Avenger initiative after she left. If we're just going by who met Fury first then it'd be Tony Stark.
Captain America being the first Avenger is more emblematic that he comes from the past, in which case he precedes both Carol and Tony.

It can't really be a retcon if there wasn't a con to begin with - there's never been much if any reason in the films for the name 'Avenger'. I mean yeah, Tony worked it into dialogue that one time, but I really doing the WSC signed off on Fury's proposal on the basis of "Okay so after we all get killed or enslaved by aliens, then these dudes will make the aliens sorry" - it's just a cool name (they don't even have Steed's excuse that originally they were avenging something).
TBH I kind of miss Cheeseburger, but it's not worth getting upset about (maybe they got to pick new callsigns when they got assigned to Pegasus, and Carol was only too happy).

It's just another case of people redefining terms because they need to complain about some pointless minutiae rather than actually trying to critique the movie of its flaws (something Captain Marvel has no shortage of like any other MCU movie).
Regardless, Captain America is still the first Avenger, he was created more than half a century before Captain Marvel. You can argue Captain America wasn't a member until the modern day, but Captain Marvel isn't technically a member at all.
