Dear God, PLEASE don't tell me this is true... I love the Harry Potter books, but goddamn it, they are... DEEPLY FLAWED.

Yeah, JK's writing is flawed, so is the writing Chris Chibnalls, Russel T. Davies and Steven Moffat. It doesn't mean she's incapable of creating something good.

Has Rowling ever written anything Sci-Fi? How would this even play out?

^ Exactly this. She apparently knows Star Wars, but so what? Everyone worth their salt knows the story of Luke and Vader. And only in the sense she said "No, Voldemort will NOT be his dad," which could only be a result of pop cultural osmosis.

The only thing I can think of is either we get a brief return to Moffat's Science Fantasy Fairy Tale approach or we get The Casual Vacancy/Cormoran Strike but with aliens.

Eh, there are worse takes she could go for. In between thrilling stories of municiple government and "actually the sorting hat was a trans muslim all along, I just never mentioned it because it wasn't relevant to the story", I think writing an episode of what is essential an anthology show might be a good way to exercise her creative muscles. Her bad habits are less likely to be a problem in a show with such loose continuity.

Isn't magic a thing in the Whoniverse that was retgonned by the Time Lords - so that magic never existed in their universe - starting with them making the laws of creation or something?

There WAS the Carrionites with that 'science but with words instead of numbers' idea from 'The Shakespeare Code'... an episode that had Harry Potter as a running gag.
