It's not actually a Doctor Who clip. It's a dramatic reading of a (translated) historical letter, performed by Capaldi. The TL;DR version is, Sultan sends a grandiose letter about all his land and titles and awesomeness demanding the cossacks stop something, and the cossacks are eloquently unimpressed.

I don't think the Brexit comparison is apt, seeing as the Cossacks never really were part of the Ottoman Union.

By that logic you curse the 300 Spartans at Thermopylae. They were not already part of the Persian Union, so refusing to join was dishonourable.
