Well, given Star Trek rules, it's a possibility from day one. Likely not all of the visitors, but possibly one of them.
If not soon after first contact, trade and transportation would ensure something pops up pretty fast. The whole idea that there wouldn't be any Vulcan-Human pairs is just totally implausible after 10 years, let alone 90.
