Bruce Almighty is fantasy. Q are transdimensional beings.

What you have to ask is what is the essence or whatever Bruce is distinct from that gives him his power. Surely Q could not do anything against whatever the spirit is that touches him ordaining him to be God, so whether it protects Bruce or not is up for consideration. By the time Bruce figures out what's going on then he probably just comes to grips with the whole situation like in Me Myself and Irene.

Though they may have changed the standard deviation of IQ by the time of TNG.
Given how lacking Q are in regards to their fantasy and how narcissistic they are on a broad basis, I think it could be possible that his IQ is actually his social score. I mean, IQ. I Q. Huh? Huh? Get it? Ok, I'll show myself out.
