I can't answer to the former. As far as the latter goes... I can't say that being a Californian makes me an expert on my state, but, in my experience, you're right. There is a lot of NIMBY going on and has been for decades. I don't know how much compared to other parts of the country.

I doubt it. At least its overall influence within the pool. You'll get a cluster of people for sure, but considering the commercial investment along with the fact that rich people are gonna rich people for a laundry list of personal reasons aside from promiscuity or w/ever.

People distancing themselves from the sin would be more localized to the area, otherwise they wouldn't obstruct a homeless shelter just in favor of letting them sleep in random places.
