I'm really not getting your argument. What makes this a cash in for TNG specifically? This is a series where for one season Chris Pike is temporarily commanding the Discovery. You couldn't get more TOS than that.

Besides, bumpy headed Klingons were made in TMP, not TNG.

This is set ten years prior to TOS after Enterprise gave them back their smooth foreheads. It's like STD is adding to the "Klingon forehead" problem, and when called on it, doubles down on it. If they were gonna revert them to how they looked in the TNG era, instead of Orks, why not revert them to their TOS looks instead?

Because the TOS Klingons look stupid. That's why TMP revamped them right in the opening minutes and gave no answer to why they looked different because the filmmakers thought fans were adult enough to know it's all fictional.

Augmented Klingons were mentioned in the dialogue, and are implied to have their own living areas on Qo'noS. In other words, "normal" bumpy-headed Klingons and augmented Klingons co-exist at the same time. Enterprise never said the whole population was infected.

I guess they should've shown some augmented Klingons standing around in the background of some scenes, but I'm guessing they avoided that so newer Trek viewers wouldn't get confused as to what's going on (you don't want to get bogged down with an expository scene about the Klingon augment virus). Plus the old TOS Klingon makeup was considered by some to be kinda racist, at least in retrospect, and you don't really want to mess around with that. Honestly Klingons still get some flack when you get white actors into brownface for the Klingon makeup.
