Well the Rock was kinda weird in that they don't get to the island until halfway through the movie. There's quite a bit of development for Stanley Goodspeed and there's a whole action sequence with Mason driving through SF followed immediately by a sentimentally paced scene with his daughter.

Hahahah, I'm just thinking of the gag where Connery picks up the humvee phone and starts talking casually, as the camerawork is jerking around as if he's still in a super intense road chase!! It's one of the silliest pieces of cinema I've ever seen.

Plus, there's legit grievances by the villain against the government, though his men are less than honorable, and in the end, he was bluffing. He was painted, in the end, as a tragic man, even dying heroically.

Yeah the villain also gets development. It's adequate showcasing of the takeover even including them stealing the gas in Livermore.
Also it's 2 hours long, which was a bit longer than such kind of action movie. They could have cut probably a half hour out of the first hour, but I like it.

Goodspeed even gets good, understandable motivations. It's not just saving a whole city, which he wants to do, but also to be there for his girl and his baby, survive for that reason. And his line about how the world is being FedExed to hell in a handcart? Ho boy, that was in the 1990s, that period of relative peace and stability. I feel that same kind of line even more so today. And the scene where he pukes his guts out from nerves was very well-handled. It's all-around a great film, with very few juvenile moments like those in the Bayformers, which leads me to think they came from Kurtzman or Orci. Given the fact we had a Klingon get twin junk in STD (not even gonna rehash that, just noting it), I suspect it's Kurtzman, but can't prove it. Moving on.
Also, Sean Connery is totally an expy of James Bond. Come on, you know he is, lol. You gotta feel sorry for the guy. Also, when he throws Womack over the building, and Goodspeed is the only agent present. Hell, I can even forgive the stereotypical gay barber, to an extent, because it was the 1990s. Might as well have been the dark ages outside "liberals and intellectuals," to quote Odo. But there's no excuse for offensive racist stereotypes in the Bayformers. We should be past that, especially in 2007 and 2009.

If you think the juvenile stuff in Transformers was all Kurtzman, I suggest you (try) watch more Michael Bay films. Bay’s sense of humor without question.

BAD BOYS II has one of the lead characters get shot in the ass and jokes are made throughout the whole film regarding it, including that his ass wound is causing erectile dysfunction. Then there’s this scene...

Well, I would put Kurtzman and Orci in the same class as Bay, tbh. And I'd argue Bay is misogynistic and racist. Still, I do love The Rock.

I can’t say I ever noticed that juvenile humor in any other Orci/Kurtzman flicks. Closest I can think of is in 2009 with Kirk’s nutty professor hands but that’s no where near crass as Bay.
