Just messin' around. Technically there's a third option you missed, that some things are completely neutral (in regards to cancer), but those rarely make the news. It's a lot more fun to promote something as either a curse of fatal death, or the One True Cure. That way when this is debunked later people can blame the science instead of the breathless reporting.
