I'm pretty sure having most people see maybe 5 extra dollars a pay check, but a smaller return check at the end of the year was the biggest factor in it. Really if they were smart they would have adjusted the withholding tables so people would actually see a dollar or two less each pay check, and maximize the effect on the tax return at the end of the year.
The point is that a majority of Americans got a tax cut, "progressive" groups mislead people on that account, and a journalist took credit for the messaging success.
If an administration wanted good publicity they would have given people bigger tax returns instead taking less out of each paycheck, but the way they did it instead allows the taxpayer to make interest on that money and is better for the taxpayer.
