She's not getting fined for braiding hair. She could get fined for not having a license that allows her to run a cosmetics business.

It's not uncommon or abnormal to have a license for a service business.

If the law requires her to have a license to run a cosmetics business, then she needs a license like everybody else. And I am not going to call police on her fiddling with her friend's hair, but I'd call police if she runs an unlicensed business. Which she does.
Also, I have the sneaking suspicion that there's more to this license than just being a certificate that you have a skill learned at a cosmetics school. I'm quite willing to bet, that this license also checks if you have skills and knowledge supporting your craft, like say knowledge on how cosmetic items you use interact with your customers, potential health issues for example or hygienic practises.
