Fun fact about prisons and voting
Prisoners, even ones that can't vote, do count towards the population of the county they are imprisoned in for determining representation appointed. Kinda screwed up, huh?

It begs the question of what makes being a part of the population significant. There was never any provision that being a part of the population guarantees your rights. Meanwhile, it creates a perverse incentive to have a large population, primarily incarcerated, as this would give those in power a larger chunk of representation compared to others. At the least, I don't think it should be black and white at all. At least have a well articulated policy outline that attempts to measure severity of quarantine and just the limited rights of government on the individual.
