Did you watch the video? This has to do with TFS (TeamFourStar) and their abridged series, mostly comedy poking fun at the well-known flaws and so on of the series. Mr. Popo is one of the biggest changes, now transformed into some kind of creepy Lovecraftian uber-entity, and when he confronts Blue Popo (the censored Popo for a network that aired DBZ Kai), well, he said he'd "assimilate" him as part of just how hardcore TFS's Popo could be... so I made that reference. :)
