It's generally understood as far as I can tell that anyone and their relative have dealt with illicitly difficult cops. A lot of people generally don't know all the formal parameters of an officer's persuasion, and there's also the case of potential hearsay for consideration.

American cops have had very little oversight since the Reagan era, and before that the entire point of police forces in the South was to keep the blacks down and enforce the racial caste system.
Trusting a police officer to have your best interests at heart is inherently a gamble here. There are places where cops have been fired for NOT shooting obviously suicidal black guys (dude wanted to commit suicide by cop so was waving around a pistol, but the safety was visibly on and the gun didn't even have a magazine. Plus his girlfriend was on the line with 911, who was on the line with one of the cops. The smart cop realized that this was blatant attempted suicide, then a gung-ho idiot cop drove up while the smart cop was de-escalating and just shot the black guy. Smart cop was fired for a"putting fellow officers in danger" of a man with an un-loaded gun who literally wanted to get killed.).
America is a pit, but at least we're not France.
