The one with the space-age technology and ability to xenocide an entire alien race with viruses.

Really, this isn't a competition. Section 31 could wipe out 21st centre Earth if they really wanted to.

Sector 7 was useless and needed Autobots to handle things while Section 13 is extremely dangerous and ruthless so this is not even competition.
