Does the RRA resemble the Nazis or Soviets more?

Does the RRA resemble the Nazis or Soviets more?
Recently saw a comment on Quora that made me roll my eyes, because they claimed the Red Ribbon Army from Dragon Ball was based on the German Third Reich. I disagreed because I always tended to see more of the Red Army there, but it got me to thinking. Which does the organization resemble more, if you were to compare the two? For me, I'd say about 80% Soviets, 20% Nazis. I mean, the Galactic Empire is obviously probably 90% Nazis, leaving aside the small bits where Lucas took inspiration elsewhere. But that's me. What do you guys see in the evil army of Dragon Ball?

The RRA is a hodgepodge of different groups. General Blue is OBVIOUSLY based on the Nazi's with his uniform and Aryan features, and General White is mostly Russian given the snow setting and his clothing. Then there is Ninja Murasaki and General Tao who are Japanese and Chinese. Major Metallitron is obviously the Terminator and Android 8 is Frankenstein. Commander Red and Staff Officer Black don't seem to be based on anything.
Ergo I would say that the RRA is based on nothing and everything.

One would have to find out what their unifying ideology was before we can really answer that question.

To be fair while Cobra is basically American born terrorist organization while RRA seems even more generic like it hasn't been based on anything from real life. Then again does RRA even need to be considered being based on either Nazis or Soviets. Has anyone asked Toriyama about this considering that he created RRA for DB.
