Those are taken before a judge. The two are also not remotely compatible. You're talking abuse of a helpless person by those who have power over them, who are supposed to have their best interests at heart, versus the way we conceive life, which only really belongs between two people, a male and a female. I can sympathize to not sticking your nose in all the way, because then it becomes butting into someone's personal life, but at the same time, this does have limits.

Those two can't get pregnant unless one is bi or they agree to get directly impregnated, not via insemination, in which case... I honestly don't know.

Well sperm banks are thing. They can choose to use that to get one of them pregnant based on which one chooses to do it. And there is always option to adopt child instead and give an orphan child home and family if they want child that way.

The sad thing is that there are a lot more children up for adoption than there are couples willing to adopt. That's one of the reasons I've come down on being pro-legalized abortion, and why I still roll my eyes at people who suggest a woman be forced to carry a baby to term and put it up for adoption.
