Then there's no issue, because when you take something like the Twins, that was literally conceived of with negative racial stereotypes in minds.

And I'm not really following who the Twins are, just acknowledging that the supposed satirical inclinations I think you're getting at contextualize things a little, and I don't necessarily see anything satirically appropriate about JB.

They're kinda at odds with progressive awareness concerning stereotypes, but I don't find Michael Bay's schlockiness that problematic.
Binx is a bit more trite.

I would say that difference between Jar Jar and Autobot twins is intent. Jar Jar was meant to be comic relief without any clear malice or intent to make him racist with his actor even being behind character while Autobot twins are clearly meant to be racist. Whole "we don't do reading"-line from Autobot twins itself tells what Bay thinks about black people. And yeah those two have names (Mudflap and Skids) but everyone just calls them as Autobot twins.
