It is!

He was also the Grand Vizier of the Fire Planet in Mainframe's war Planets. Apparently Mainframe liked him in firey roles.

Yep. He lives and works mostly in Vancouver (since before Vancouver became a popular place to film), and Highlander the Series was filmed in Vancouver so he got a job with them, and Beast Wars used Vancouver voice talent (the CG was also made in Vancouver, but that's kinda irrelevant), so he got a job with Beast Wars too.

He shows up randomly in a lot of Vancouver things.

Ahh, Shadowraiders.

I rewatched that a few years back, and remembered why I liked it so much. It was very much Mainframe on steroids in how it set up the required conventional story for some toys, then quickly went its own way.

I only wish we'd gotten more than two seasons, though I did like the conclusion, but it simply came too quickly. How it ended felt like it should have come a season or two further down the road, but I doubt it would have lasted that long.
