Batman's waste of money on gadgets instead of infrastructure

Okay here is an issue I have, maybe a few. Why is Arkham allowed to continue? This is a mental institute circa the 1950's. A dumping ground for anyone labelled mentally disturbed. And then basically tortured. Why does Gotham allow it to continue? The state? Federally?
These questions are not to refute you on this one. Arkham is just the worst. But they had to drop to 'dark magic' to handwave this?

The thing is I think Gotham is a hole because too many in it like it that way. Penguin is released and tries to go straight. So some high society people maneuver him to attack them to alleviate boredom!? In this city you pull stunts like this? Now in the middle of typing this I am beginning to wonder if the reason Gotham is so bad is because it is a playground for the wealthy to break 'toys' and Bruce might be too myopic to see it. Hence why even with him trying reforms nothing seems to make a dent. (Or worse. He is making vast improvements and try to imagine what it would look like if he wasn't there.)

Given the abuse that old people get at the hands of people paid to care for them, I don't think that the public particularly cares about the humane treatment of the Joker. Besides, we occasionally do get a doctor who wants to sympathize with them and treat them well--and they're either horribly murdered or become a adorable supervillainess loved by fanboyz and fangirls alike.

Pretty much, but crime is at the heart of Bruce Wayne's plea to save Gotham. He doesn't start doing it because of the super villains.

True but organized crime is also a different beast than crime-crime too.

Organized crime or corporatized crime can exist even when poverty isn't the issue. In those places, they can and do inflict terrifying damage on the local population and rake in tens of millions of dollars. People are not criminals because of a lack of options but the option for being an evil bastard pays so well.

In which case, the only thing to do is take them down.

And that's a crime problem. Gotham's crime problem is interwoven with its terrorist problem.
