Japan doesn't need more babies, they need more immigrants. Plenty of people who can help boost the workforce if the Japanese can only (a) make their country more attractive to immigrants by instituting more worker protections, and (b) let more immigrants in.

Scotsmen are being literally discriminated against in their own country by immigrants and the children of immigrants because of the literal color of their skin. As for what this has to do with Japan needing babies? well, you're idea is for japan to invite the kind of immigrants that organize racist meetings against the native populations of the countries they imigrate to in order to solve their aging population problem. To answer your question: everything.
