Because the NHS is overstretched. In winter you have every winter ailment to fight alongside corona - colds, flu, pneumonia etc. In summer you have less other things to fight and thus more NHS beds available.
That's nonsense. Non of the countries are trying to isolate themselves, as it's far too late to prevent the spread in the first place. The infection is already there and it's already far spread, further than official numbers show, for the exact same reasons as with flu-infections.
All of the countries are trying delaying tactics and not to "push it into the summer", but to slow down the inevitable spread of the infection in order not to overwhelm their respective health services, so everyone can get as much help as possible and to prevent a situation like the one in Italy from happening, where doctors have to literally decide who gets to live and who not.

Some people have already been giving up toilet paper for environmental reasons.
From what I can tell, bidets might be healthier than TP. Evidence looks inconclusive so far, but if used correctly (not too high a pressure, not too hot) they at least don't seem notably worse. But a bidet and then a rag than can be washed with bleach seem likely to me to be a workable solution.
For those unable to buy a bidet (a spray attachment for bidet use isn't necessarily that expensive, but demand might be up), a squirt bottle, or, barring that and with some ingenuity, I'm sure something could be arranged with duct tape, string, and a super-soaker.
