You do realize, that human capital stock is a well defined scientific term and that him using that word results directly from both his background and the context of what he is talking about?

These are incredibly innocuous terms and distinctions. It's interchangeable with labor force.

The reason this flash in the pan is a big deal is because people realize that the plan is there is no plan. OSHA has an incredibly detailed plan on how to handle COVID-19 in the workplace: https://www.osha.gov/Publications/OSHA3990.pdf

And to date, I haven't even seen anyone reference the document, let alone show signs of following it.

I don't think anyone predominantly associates the term slavery without including hard bound restrictions on their being. There's plenty of things you can say about how people are potentially obligated to adhere to a wage system through confounding social factors, but to conflate the two on a broad level is pretty dubious.

Labor force isn't sensationalized pejoratively much.
