How can you defend against it? The sort of precautions and readiness that would be far in excessive of justified under normal circumstances, for decades? The real problem is that we're less able to accept that **** happens. It's good that it happens less but it's still part of reality.
Even accounting for that, it is clear from just how tardy world leaders in general were in reacting to Covid-19 as well as our initial PPE and testing shortages that much more could have been realistically done. Its like GreyICE said, it is clear that there was both an underfunding and a Cry Wolf effect in place here.

I took what GreyICE to say as the CDC wasn't crying wolf, just that people never listen to them about the risk or uncertainty involved in leaving our infrastructure lame in the recurring events.

The big problem with disaster preparedness is that, if you do your job well, everyone will think it was no big deal. Just look up the Y2K bug.

Yes, businesses and the government spent $100 billion fixing it because there wasn't any actual issue. Also the ozone hole wasn't a big deal and we didn't need to ban CFCs and HCFCs because 30 years after the Montreal Protocol it's actually starting to shrink slightly instead of growing. And if we'd caught and contained COVID-19, there'd be people saying we didn't need to spend $30 billion a year on pandemic prevention, and that it was a waste of money.

Fortunately there's no chance that will happen with Global Warming. We're way too late and moving way too slowly to prevent the damages. We're going to run into it face first.

But it was a real issue, and there were lots of serious potential problems that were averted by the hard work of programmers who are now just written off. For one thing, it would have had a disastrous affect on immunization records.
