It's a figurative measure expressed using maybe a bit of hyperbole or symbolism, though I don't think it has much to do with dishonesty.

Oh Darth, I did say the United States was a land area. I also said it was a people. And since the land area can have no values, the values of people are tautologically American values.

The Cardassians argue that the fascist state is better than chaos but the former just does oppressor more efficiently while the latter can form into a better one.
