After all, the police saw this shooter wandering around with a gun after curfew during a riot, and they gave him a bottle of water and congratulated him. So if the cops had acted remotely fair and unbiased, or even in a manner that displayed a modicum of common sense, they could have easily stopped this situation from occurring.
