If you look at the transcripts his "downplaying" was based on the assumption that the mortality rate would be 5% or at least > 1%. Current data shows that its < 1%. And the experts democrats love to bring up advised him not to cause a panic ether.
If your great gotcha on Trump is that he didn't want to cause a panic based on data that turned out to be a massive over estimation, then you really need to stop and think about what you're doing and if you have TDS or not.

Lets be honest here: NO ONE realised how dangerous Covid-19 was going to be around January time. Too many times did that boy cry wolf. ''Bird flu is coming! Swine flu is coming! Zika is coming!'' and it never did to any great extent.
I don't think it was unreasonable to assume that this was going to be another waste of time and money. February/March time when it was ripping through Italy to the point where they couldn't bury them quick enough was the time where simple logic should have realised that now was the time to act.
And hey, I voted Boris. And in recent times, I have realised that he was hardly impressive with our response too and I will admit that. It is important to admit when you are wrong. Herd immunity was a joke.

I mean the reason why bird, flu, swine flu, and Zika didn't become major issues is that precautions were actively taken against them. Except he did know. That's what he revealed in the interview. He knew how bad it was going to be, that's why he downplayed it, and if somebody as stupid as him knew, others did too. Almost anyone with enough power to do something knew it, and did nothing or made the situation worse. And when people pointed it out, they did more risky things that put other people in danger just to prove a point, whether it was 45 refusing to wear a mask or Boris keeping up the handshake thing until it put him in the hospital.

You can tell it's propaganda because Biden both continued to have democratic primary rallies in February and decried Trumps China travel ban as racist.

Was it to make himself look better, though? I will give you that he is highly egocentric, but at the same time, he said he didn't want to start a panic. You could sure criticize these claims, and don't even take Mr. 45 at his word. That's a good policy. But at the same time, that's literally what he said.
