I suppose you're talking about the two security and law enforcement officers who were killed in California. These were apparently perpetrated by the "boogaloo movement" who aren't really on any side. Their anarchistic nature makes it difficult for them to be persuaded. Here are some articles to read:

Are you sure he isn't talking about the Deputy kill and two others wounded in California just recently? Sure doesn't look like Boogaloo.

My view on these riots... I suspect it's been a long time coming, TBH. People have been cooped up at home for months, terrified out of their wits, and whether you love him or hate, Mr. 45 is good at stoking the flames of fear. He has a point sometimes, and at other times he does not. In this case, these outside agents, as they are being dubbed, seem like Joker wannabes. They wanna incite even more chaos. And after months of being contained, socially isolated, I think it's inevitable. We were not meant to be locked into one place.

It is generally disdainful this is happening in major cities now. I personally blame the MSM as much as Mr. 45. They have let TDS pollute the news cycles, so that they let their feelings of him influence the reporting. And you know what physics tells us. That's bound to have a push-back effect elsewhere. I think this is one of those. No way Mr. Biden could ever hope to compare to Mr. 45 on the Law & Order rhetoric. Time will tell what role this plays on the election. Looking forward to the debates, TBH - assuming Mr. Biden isn't talked into ducking them.

People follow laws because they fear the consequences. If you're looking to kill a policeman, you're obviously unafraid of being shot or arrested, and thus don't fear the consequences of a mere gun charge.

Another thing to add. I've told my friends in RL this, I'll say it again here. Condemning it is all too easy. They live in a world of power and influence that we do not. What kind of plans can Mr. Biden offer that would suggest things would be safer in his America? Simply being anti-45 is not going to cut it, since the needs of the challenger are far different than the needs of the incumbent, and we reelected Mr. Dubya even with a tanked economy and very questionable wars we had rushed into with no clear definition or purpose, the forever war we still can't escape from.
