No, no he is not. There's not a single time that Scarface has been portrayed as immature. Scarface is dangerously intelligent, a criminal mastermind that has nearly killed Batman more then once and is shown to be an effective leader of his squad. In his last appearance he was shown to be clever enough to hide himself so that the staff at Arkham and even the Ventriloquist himself thought he'd been cured. He's a stereotypical gangster, not a little girl speaking in baby talk.
He and Baby Doll are NOTHING alike.
Frankly what you're describing sounds more like a Mary Sue.
Breaking the law is immature. Argument is invalid.
You typically need to include Marvel characters to get such similarity.

I just feel the consistency I pointed out is distinct from a lot of the villains. Then again there's numerous renditions of Toyman, but he's more of a shared villain.

Come back when you actually have a decent argument. As it is you're just stomping your feet and yelling "I'M RIGHT! I'M RIGHT! I'M RIGHT!" with no actual evidence to back it up. Quite frankly it's embarrassing.

Toys with guns concealed are pretty old hat in the DC universe. The Joker, Toyman, and Toymaker (yes, those are separate supervillains) all have a weaponized toy schtick. Baby-doll isn't even unbelievable, you could hide a derringer inside the doll's head.
Joker isn't acting like a real clown (as in occupational) or using a guise or anything. But yeah it's still fine, not every villain uses guns. It's not a great clue but it's a clue.
Was it ever explained how Baby Doll could hire henchmen? I guess she's rich from the TV show she starred in?
Strange that Baby Doll's henchwoman was apparently a one-off character ("Mariam" according to a BAS wiki). She does martial arts in heels and gives Batman a run for his money.
Mary Dahl seems like a poster child for euthanasia or suicide. She's got an extremely rare incurable, untreatable medical condition that clearly makes her life a living hell.
