A policeman on patrol on a rainy night comes upon a drunk crawling around the sidewalk under a lamppost, in front of an expensive appartment building.

"What are you doing?" asks the cop.

The drunken man replies "I've lost my keys."

So, wanting to see the guy safely home, the cop gets down on his hands and knees to help. For an hour they crawl around the sidewalk, looking under parked cars, peering into the storm drain, digging in the nearby trashcans, until they've searched everywhere they can think of.

Irritated, the now drenched cop asks "Are you sure this is where you lost your keys?"

"No," says the drunk man, "I dropped 'em in the alley behind the building. But the light's better over here."

And of course, this is precisely the outcome that lobbying for defunding/shrinking the IRS was looking for. Squeeze out the poor, let the rich have more money to spend oppressing everyone.

(Of course, part of this is the tax code being somewhat complicated to start with... but that's *also* the result of lobbying to get that outcome. And of course then there's the middle class being hit by the related but separate lobbying to keep it so that the IRS can't just do simple taxes *for* you, so that the big block tax preparers have a steady business...)
