He did say he's visit them occasionally and he can instantly teleport anywhere and it's possible, Dragon Ball Super will go beyond that point in the story and fix any other problems. And he did that to make sure there was another hero to protect Earth when he was gone, since his kids weren't interested in fighting anymore.

He had an excuse up till the Cell Games. It's kinda hard to control being dead, jerked about by godlike beings out to save the planet, and then injured so you can't go to the same alien planet your family is, or being marooned on some alien planet, all of which predates Cell. After that, there's just no justification.

He was called out for how he acted at the Cell Games but the point was that Goku still instilled in me a great sense of morals, along with Anime Optimus Prime and Guardian Bob.
