The only thing I really remember about this episode (other than it being a Barclay episode of course) is my reaction to learning the Ferengi were after Seven's implants.

"We'll I'm sure if they try anything when no else is around and Seven gets away she won't hesitate to report what happened immediately. It's not as if she's been lead to believe her memories of assault are unreliable and that reporting such an attack on her person could get an innocent man killed due to her own crews incompetence while still having to shoulder the blame herself!"

And as Chuck's been known to say about Dear Doctor...no I'm not letting that go!

I would have to argue against this. Yes we do see human/alien hybrids in Trek, but I don't think these are accidents. Deanna's parents were married and had a long relationship prior to the death of Deanna's father. So it is

Other than Ziyal (Dukat's daughter) which you mention there is also Alexander, he is definitely an accident and his mother was half-human half-klingon. If we assume hybrids have to be engineered in some way presumably hybrids themselves are infertile without similar assistance with either of their progenitors (and probably other hybrids).

Could be that future birth control is simple, unobtrusive, and practically universal, so you've no chance of getting pregnant unless both actively want a baby.

Given known Federation medical technology and known current birth control this does seem very plausible, however sometimes they seem to act as though that is not the case.

In terms of the efficacy of future birth control I am trying to think of how many unintended pregnancies we know about (not including things like Troi's magic quick grow pregnancy). Alexander, David (Kirk's son from the movies), the vengeful Ferengi wanted to make it look like Picard had a son and jimmied with that guy's genes to make it look that way and apparently Picard found it plausible (in TNG ep Bloodlines), there are probably other examples.

Although funnily enough, one episode of DS9 seemed to imply that Sisko missing his birth control shot was enough to get Kassidy pregnant. Which amuses me. If I was a woman there is no way I would rely on the man to keep me from getting knocked up, especially one who clearly has fifteen things on his mind at any one time.
