Outwardly, Scotland's one of the most liberal parts of the world, the leader of the Scottish Conservative party is in a committed same-sex relationship. But you can't stop someone from being a bigot or a bully if they're determined enough to be one.

This isn't from "someone" being a bigot or bully by determination. This is bigotry enabled and encouraged by the institution. The teachers are part of it.
