A simple change in dialogue would have helped a lot.

"What was I supposed to do, just let them die?"
"I'm not sure."

But because he says "maybe", that makes its sound like he's OPEN to the idea of just letting those kids die in the bus, and coming from Pa Kent that just sounds dickish.
