TL;DR version is he gutted student loan regulations
It doesn't seem to mention that he gutted regulations of student loans, but that he gutted grants and shifted to loans. And perhaps blames Reagan for a broad anti-tax mood around the nation.

But private non-profit four-year universities seem to have outstripped the state-funded ones in tuition inflation in the last ten years. Not that the per-pupil state spending decreases could not have been contributing to the public four-year university tuition increases.
