Oh yeah, Measure of a Man is generally on the "good episodes" list.

Measure of a Man has one of the best arguments about artificial life I've ever seen.

I think TGLS put together a pretty good list of season 1 and 2 episodes of TNG worth watching. So start there. And when you finish those, just watch from season 3 on.

DS9 is all worth watching. There's a few bad episodes, but even in those, I usually find at least a few things I enjoy. Like Quark's begging not to sacrifice anyone in Move Along Home. And in the same episode, the subversion of the usual trope, this is not a deadly game. Still a bad episode, but little things like that make me like it just the same.

I know I'm in the minority, but I didn't think Measure of a Man was all that good - compared to the rest of early TNG, sure, but it felt forced to me. Part of it was due to the 'trial' format (which was big on scene-chewing speechifying), but the overall effect was that this was A Very Special Episode about Data. It stands out against the early TNG backdrop because there was genuine conflict & drama, and was a dedicated character study as opposed to a chance to show off how perfect the Federation was. It still felt clunky to me - it added nothing which hadn't already been handled far more deftly by Asimov.
