The loss of innocent until proven guilty will not effect women as much as men because the justice system is already weighted against men. Congress not doing what the Party controlling the executive branch wants is a legitimate choice. If the excuse "Congress won't act" is legitimate, then what we get is a legislature that is merely a rubber stamp for the executive anyway and is therefore redundant. The presidency is part of the government, if they cannot reach an agreement with congress they're out of the job as well and unlike everyone else the President is term limited. The president would be able to fail at most one vote of confidence before being barred from the position for life.
