You know how convicted felons lose the right to own guns? Committing certain crimes can revoke your permission to stay in the country. Assuming you are referring to what I just said, it most certainly is the standard law now. It's just that in many cases the government does not bother to enforce it, or the states do not notify the federal government and the guy is released before the feds can get there, or the countries refuse to take their people back. Not deporting, e.g., a non-citizen murderer is not standard procedure, it is something unusual that happens with Vietnam because of the 2008 agreement. If the agreement expires, Trump will simply be treating the Vietnamese under the same system as everyone else (asylum and refugee laws will still apply, etc.)Except the decision to do that is being made law, not that it is the law now.

I get that 1995 marked the date for restored relations between US and Vietnam since the conflict, but that seems to be a peculiar date to correlate to refugees fleeing from a conflict that ended in 1975. So the US continued to give asylum to Vietnamese citizens, and the ones up to 1995 were grandfathered in?
Also, according to the Vietnam Embassy, it doesn't seem like Trump's reinterpretation will necessarily work.

Also, according to the article to which you linked (https://www.reuters.com/article/us-usa- ... SKBN1HJ0OU) only about 8600 Vietnamese nationals are subject to deportation (90% of whom have criminal convictions). Presumably not all of them came here prior to 1995. The total number of Vietnamese who settled in the US between 1975 and 1995 is at least 125,000 (the number who came in the spring of 1975). So this is not about a specific subset of Vietnamese, not about revoking the legal status of Vietnamese refugees en masse.
