Innocence does not need to be proven in both the US and german and really any decent justice system.
Thing is there are those that are wrongly accused from rape and are considered guilty by default so my point stands. It's not fault if you miss understood what I wrote.

Crunching the numbers a little here:

Assault reports are about 3x more likely to result in convictions than sexual assault reports (6.54% to 2.17%), assault arrests are about 1.5x more likely to result in convictions than sexual assault arrests (16.08% to 10.87%), while assault cases are 0.7x less likely to result in convictions than sexual assault cases (39.05% to 55.56%). For robbery, its 1.6x, 1.2x and 1.1x relative to sexual assault. Given the proximity in conviction rates between sexual assaults and robberies, it's plausible that the reason why assault conviction rate is so much lower than expected is because many of the assault cases are being plead out to misdemeanor assaults, the info-graphic ignores.

Regardless, if one accepts the proposition that reports are not resulting in arrests and arrests are not resulting in cases because of a lack of persuasive evidence, then this grant will probably help things. Given that 20% fear retaliation and 13% believe the police would do anything to help, higher arrest and case rates would probably increase the reporting rate as well.

As a genuine refinement, I agree with you. But I am getting more cynical as I age and think this will in some manner get twisted to an agenda. Either to spin women as unreliable and 'real' rape does not occur very often. Or the currently more likely spin that the male accused is always wrong somehow.
