Number one, they weren't called torture, they were called similar to torture facilities. Number two, that was one guy's opinion; if we go by the "someone called it torture" standard, every school in the U.S. might have to be closed down.
24 people have died in ICE custody? OK, how many people have been processed? In FY2018, 396,448. That's a death rate of 0.000060538, or 0.0060538%. I think that's less than stellar evidence of inhumane conditions.

Maybe it's a definition thing. I think of "inhumane" as borderline unlivable, not "this restroom looks like a gas station's."
