Given how little personality Borg exhibit, you could interpret it as the Collective only acts on desires that are shared by all (or at least most) of the Borg. And since the individuals who make up the Collective can have varied personalities and opposing interests, they end up being driven by only the most universal of basic instincts: the will to survive, consume, and reproduce.
I think the most overriding instinct of the average Borg would be "AGHH!!! GET ME THE HELL OUT OF HERE!"

Also, it is stated several times that the Borg are actually driving towards "perfection", or what they view as perfection anyway.

Regardless, whether the Collective was aiming at something like universal instincts or not, there would still have to be some "one" or some "thing" deciding that those universal instincts are what they should be going for in the first place- though, as I said, they are actually driving towards the even more niche goal of perfection.
