I thought you guys might be talking about the emotional dynamic that separates him from Lore, but as far as super powers? I thought Soong just wanted to make a human. For all intents and purposes he did that with Lore and it backfired. So yeah, he gave Data the behavioral manifestation of Windows 3.1.
