Is he though? Someone in his position nowadays might well be but there's nothing to suggest that he's particularly unusual within the Alliance; IIRC we don't see anything in the way of counter-examples for them, and if there's any point at all in technological change, which there must've been to have the whole setting, it should be to reduce inequality. Quite probably won't be able to eliminate it although there may well be their equivalent of offshoring poverty (something the West's done enough of in the current world - claim to have mostly eliminated 19th century pay and working conditions when the truth is that it relies on them as much as it did then, it's just that it's based in a different country).
