I am wiling to "Nationalism Socialism" a big more broadly the hyper specific focus on Biological Race that the NSDAP became focused, the term was coined earlier by the founder of the Anti-Bolshevik League Eduard Stadtler. Anyway: Batman isn't fascist, either with or without the capitalization.

He doesn't tell people what to do generally, he's not interested in controlling Gotham, and he only fights to stop actions that are generally and unambiguously recognized as being crimes of violence. He doesn't seem to express any political opinions beyond "don't commit crimes of violence", and he has strict rules about what he can do.
