I'd argue that he didn't expect to win 2016 in the first place. It's a hodgepodge of trolls trolling everyone including themselves, republican-voters being republican-voters and the democratic candidates being no-go-zones. A sufficient amount of people just said: "Fuck this comedy." and it got fucked. And I have no doubt that this recipe is going to work in 2020 again.

To the extent that Trump plans, and I suspect that isn't very much, he's pinning all bets on a single issue: Immigration. He knows that's what won him the election in 2016, and it's really the only issue where a majority of Americans still agree with his goal, if not his methods.

Which is why we're seeing ridiculous stuff like this.
